Important Meaningful Use Deadline Quickly (and Quietly) Approaching

To Do: Meaningful UseYou must register with public health registries before December 1 to fulfill the public health objective of meaningful use in 2015. The objective requires that you be registered to submit data to public health agencies within 60 days of starting your attestation period, which for most providers, was October 1, 2015.1

The public health objective is divided into three measures, from which you must choose two:

  • Measure 1: Immunization Registry Reporting
  • Measure 2: Syndromic Surveillance Reporting
  • Measure 3: Specialized Registry Reporting

There are eligible exclusions, but you must exhaust all available options before you can satisfy this objective by exclusion. First, let’s determine whether you’re eligible for an exclusion for any of the three measures.

Are You Eligible to Claim an Exclusion?

Answer the following questions to determine your eligibility to claim an exclusion from one or more of these measures.

1. Immunization Registry Reporting

Do you administer immunizations? Yes No
Is there an immunization registry currently capable of receiving electronic immunization data from providers in your jurisdiction? Yes No
Was an immunization registry capable of receiving electronic immunization data from providers in your jurisdiction at the start of your reporting period? Yes No

2. Syndromic Surveillance Reporting

Do you diagnose or treat syndromic diseases?
(Syndromic diseases include such conditions as measles, mumps, whooping cough, influenza, tuberculosis, pneumonia, sexually transmitted diseases.)

Is there a public health registry currently capable of receiving electronic syndromic data from providers in your jurisdiction? Yes No
Was a public health registry capable of receiving electronic syndromic data from providers in your jurisdiction at the start of your reporting period? Yes No

3. Specialized Registry Reporting

Do you diagnose or treat any disease or condition associated with—or collect relevant data that is required by—a specialized registry in your jurisdiction?
(Specialized registries collect data in such diverse areas as cancer cases, transplants, clinical research trials.)
Yes No
Is there a specialized registry currently capable of receiving electronic data from providers in your jurisdiction? Yes No
Was a specialized health registry capable of receiving electronic data from providers in your jurisdiction at the start of your reporting period? Yes No

If you answered no to any of the questions for a measure, you qualify for an exclusion from that measure.

If you answered yes to all three questions for a measure, contact registries in your jurisdiction for information about registering.

Here are lists of potential specialized registries that you might consider to satisfy Measure 3:

  • AOA MORE. The American Optometric Association’s registry isn’t ready to accept data from EHRs. You may claim an exclusion to Measure 3 in 2015 unless another registry is applicable to you.
  • List of National and State Cancer Registries. If you you diagnose and treat cancer of the eye, check out the NIH list of cancer registries.

What’s Next?

If you determined that you were eligible to claim an exclusion from all three measures, you’re all set. You don’t need to register with any registries.

If you determined that you weren’t eligible to claim an exclusion for one or more measures, register with the appropriate registries before December 1. You only need to register at this time; you do not need to transmit any data.


1 Your reporting period could be any 90 days in 2015, provided you meet the Modified Stage 2 requirements during that period, including registering with the appropriate public health agencies within the first 60 days of your reporting period.
